his suggestion that Sir V. Grayburn has taken the
chance of a personal spiteful and irresponsible
attack on him because the Hong Kong and Shanghai Bank
has been offended by Professor Forster withdrawing
his bank balance from that institution is a deplorable
one, and his expressed desire to hide away from any
Parliamentary fireworks which his letter to Mr. Ammon
may successfully provoke is not attractive.
This however only means that Professor
Forster's own attitude and objections should not at
this stage carry any particular weight here.
It would have been better if the report had
not been published locally: however that cannot be
mended now, and the clear course of the S. of S.
(which the Governor is very likely to recommend in the
light of the local Committee's report) is to
contemplate an investigation of the University, its
management, and its raison d'être by a recognised
authority on University institutions.
It would be
advisable if the O.A.G. were to recommend it, and I
think it would be as well for the S. of S. in a
personal tel. to Mr. N.. Smith (who is in a rather invidious position as Chairman of the local Committee
and now 0.A.G. until next November) to encourage him
to advise the S. of S. in this sense, and if the O.A.G.
agrees, the S. of S! should add that it would be a
good thing if the University authorities should be
told as soon as possible that the O.A.G. was making
a recommendation in this sense.
